Court-Saint-Étienne - Wisterzée - Appointment of a project author for the study and monitoring of the execution of construction works for sixteen housing units

On the plot (from 16 to 62 ca) there is currently a building of character, unoccupied for many years. It shows multiple signs of degradation and its renovation would entail very significant costs. In view of the surrounding context, the configuration of the building could be reviewed in order to create a gateway to the Court Village site located at the rear of the plot. Therefore, the project consists of the demolition of the existing building and the construction of a building opposite the newly constructed building on the other side of the street in order to define this gateway to the site.

After demolition of the existing building of about 405 m 2 (555 m 2 with the basements), the land allows the construction of a building of sixteen apartments. Basement construction should be avoided for the following reasons: low to high flood hazard zone, heavily built environment requiring costly implementation resources, project profitability. Therefore, the car parks will preferably be provided outside.

The mission of the author of the project includes the services of architecture, stability, special techniques and ILL. For information, these homes will be sold according to the APIBW principle, around one third sold in category A, one third in category B and the last third in category C. The services include the study and monitoring of the execution of works for the aforementioned project. They revolve around four required skills, at a minimum:

- At the stage of requests to participate (applications), only the architecture skill and the XXXXX skill is (are) requested and therefore assessed. Pursuant to article 8 § 2 of the law of 17.6.2016, the candidate will include (all) the economic operator (s) whose capacity is mobilized to meet the selection conditions (minimum specific levels required) relating to technical and professional capacity. These economic operators cannot therefore be third parties (subcontractor, consultant, etc.). When a candidate has several economic operators, they form what is called a “group” (temporary company, co-contracting, etc.). Responsibility (for the application and then, where applicable, for the offer and the assignment) is shared between these economic operators. A mandate must be given to one of the operators of the group, called “Agent”: the latter has the power of signature and represents the group with regard to the adjudicator. The candidate alone or the consortium's representative will be in charge, in whole or in part, of the architectural competence. Please note: under article 54 of the Royal Decree of 18.4.2017 (§ 1) a candidate can only submit one request for participation per contract and (§ 2) a tenderer can only submit one tender. by market.

- For the production of tenders and the performance of the contract, the successful candidates will also have to assume three additional skills (stability, special techniques, PEB). Any skill deemed useful or relevant in relation to the subject of the contract may then also be added. The tenderer may call on one or more third-party economic operator (s) (subcontractor (s), consultant (s), etc.) to take on these three additional skills required and any skills added from his initiative.

The service of the health security coordinator is not the subject of this assignment.

The works budget is estimated to date at 2,800,000.00 EUR, VAT and fees not included. The fees are calculated on the basis of a fixed percentage, ie to be completed% of the total amount of the work (final account), all skills combined (skills required + any skills added on the initiative of the tenderer).
