The tendered subject consists in the delivery of PMO Services for the Project of CORE Market Coupling Parties (TSOs and NEMOs). The CORE Flow-Based Market Coupling consists in providing a Flow-Based capacity calculation domain to the European Single Day-Ahead Coupling process (SDAC). CORE TSOs and NEMOs will start operation of Flow-Based Market Coupling (currently planned in April 2022). It is raised by CORE parties that CORE FB MC is a complex day-to-day process, on technical and contractual aspects. We are many parties operating a critical daily process for European electricity market. The CORE parties are composed by 16 TSOs and 10 NEMOs. TSOs are 50Hertz, AMPRION, APG, CEPS, CREOS, ELES, ELIA, HOPS, MAVIR, PSE, RTE, SEPS, Tennet NL, Tennet DE, Transelectrica, Transnet BW; and NEMOs are CROPEX, EXAA, EPEX spot, HUPX, NordPool, OKTE, OPCOM, OTE, BSP, TGE.

The tendering party shall be able to support the CORE parties in the operation of Flow Base Market Coupling in the following tasks:

- Project management

- Budget management

- Risk management

- Planning and go live preparation

- Support procedure/document management

- PMO of JSC/JWG (support to Chair/convener)

- PMO of JSC/JWG (administrative support)

Providing support to:

- Testing team will be needed for some limited period of time.

- The JSC who will have to liaise and report regularly with National Regulatory Authorities and ACER (European Agency for Coordination of Energy Regulators).

- Set up a Legal Working Group might be needed as well for limited period of time.
