Stavanger Municipality invites interested tenderers to apply to be qualified for a dynamic purchasing system for service design.

Stavanger Municipality would like to meet new challenges with technology, cooperation and close inhabitant involvement. We will put inhabitant and users' needs at the centre of the development of digital services. We know that design and user experience are central in this work. The general aim of this contract is therefore the procurement of consultancy services within various design disciplines.

The design services can be used for a broad spectrum of the municipality's needs, from work on improvements or the development of new services and systems, to innovation projects where we need insight and knowledge on inhabitants or users' needs. There can also be facilitating projects and work internally in the municipality.

Scope

The contract consists of assistance and consultancy within service design. This includes, but is not limited to, the following areas:

1) Service design;

2) interaction design/user experience (UX);

3) graphic design/UI;

4) Universal design (on digital platforms);

5) user testing;

6) user experience and user insight;

7) visual communication.

Tenderers must have competence within one or several of the areas.

Internal resources

Stavanger Municipality has some internal design competence. The dynamic purchasing system will give us access to external quality assurance and sparring within one or several of the disciplines, or, if we have a need in busy periods, or need to supplement our own resources with a larger team. We would like to facilitate cooperation between consultants and internal experts. This will vary however from call-off to call-off.

Methodology

Stavanger Municipality uses flexible/agile work methods with the greatest emphasis on delivery ability, quality, close cooperation and achieved inhabitant/user value, and less emphasis on formal processes. The use of method can vary between various call-offs however.
