Services of project managers, functional / business analysts and GIS developers in the field of geo-ICT.

This contract covers the delivery of project managers, functional / business analysts and GIS developers in the field of geo-ICT.

To do this, it was opted for the terms of a central purchasing and framework agreement in the form of a competitive procedure with negotiation. In this context, the IGN acts as contracting authority of the central purchasing body. Federal public institutions and legal persons governed by public law may be customers of this central purchasing office. The successful tenderer undertakes to provide the IGN and the customers with the terms and conditions of this contract for the duration of the contract. The framework agreement is concluded with a maximum of 3 selected tenderers having reached the highest final score in the competitive procedure with negotiation. In the framework agreement market parties are organized on the basis of the need of the IGN or the customer. These market segments are each awarded to the tenderer who has reached the highest final score in the call for bidders who are stakeholders in the framework agreement.

The IGN is evolving more and more towards an organization endorsing within the federal administration the role of geobroker, that is to say that of a true broker of geographical information. As a geobroker, IGN intends to promote the reuse of public information by being the federal gateway to reference data and geographic services.

A key element of this change is open access for all federal public services to IGN baseline data. It is therefore necessary to focus on the provision of efficient services and, where possible, on the adaptation of production to federal geographic needs.

As a geobroker, the IGN can also collaborate on the development of specific digital applications at the request of customers or for its own internal processes. This requires specialized profiles. The role of these profiles is to provide specific geographic expertise (eg in terms of geographic data modeling, cartographic generalization or symbolization) when executing project management, functional analysis / business or development of a GIS application.

The contract covers the provision by the provider of 3 profiles:

- project manager in the field of geo-ICT,

- functional / business analyst in the field of geo-ICT,

- GIS developer in the field of geo-ICT.
