Construction, extension and reconstruction of road infrastructure for investment areas located in Opole – Wrzoski" in the "design and build" formula.

The subject of the contract is the design and execution of construction works in the "design-build" formula for the following three lots of the contract:

PART I: Reconstruction of the provincial road No. 414 - Wrocławska Street in Opole Wrzoski.

The investment will be implemented in the Opolskie Voivodeship in the city of Opole.

This part contains a guaranteed scope and an optional scope.

PART II – Construction of a transport hub at the intersection of the northern ring road DK No. 94/46 and Partyzancka Street DW No. 459.

The investment will be implemented in the Opolskie Voivodeship in the city of Opole.

PART III – Extension and reconstruction of DK No. 46 in the area of the WSEZ in Opole" and "Construction of an access road to investment areas – WSEZ in Opole.

The investment will be implemented in the Opolskie Voivodeship in the city of Opole.

PART I – Reconstruction of the provincial road No. 414 - Wrocławska Street in Opole Wrzoskach.

The subject of the contract is the development of design documentation and the execution of construction and assembly works related to the implementation of the task "Reconstruction of DW 414 - Wrocławska street in Opole Wrzoski on the section from the roundabout at the Orlen station km 0+096.24 to the intersection with Barwna street" in the scope of:

- preparation of technical documentation, taking into account updates with applicable regulations,

- execution of construction and assembly works divided into scope (guaranteed) and optional scope,

- performing author's supervision as part of the above-mentioned task.

Note: The scope of documentation includes the reconstruction of Wrocławska Street in Opole Wrzoskach on the section from the roundabout at the Orlen station at km 0+096.24 to the intersection with Barwna Street (including the intersection). The design documentation at the Orlen station at km 0+096.24 should be linked to the developed program-spatial concept of the communication system in the area of the Wałbrzych Special Economic Zone.

The scope includes:

• guaranteed scope: preparation of full design documentation for the reconstruction of Wrocławska Street in Opole Wrzoski on the section from the roundabout at the Orlen station 0+096.24 km to the intersection with Barwna Street (including the intersection)

• guaranteed scope: execution of construction works for the reconstruction of DW 414 - Wrocławska street in Opole Wrzoskach on the section from the roundabout at the Orlen station at km 0+096.24 to the intersection with the street "Bez nazwy" together with an illuminated pedestrian crossing in accordance with the approved design documentation, along with the author's supervision for the developed documentation in the section in question.

• optional scope: execution of construction works for the reconstruction of Wrocławska Street in Opole Wrzoski on the section from the intersection with "Bez nazwy" Street behind the pedestrian crossing to Barwna Street (including the intersection) in accordance with the approved design documentation, along with the author's supervision for the developed documentation in the section in question.

RIGHT OF OPTION: As part of this contract, the contracting authority provides for the possibility of exercising the right of option referred to in Art. 441(1) of the Public Procurement Act regarding construction works specified as optional and optional author's supervision over the developed technical documentation in the scope of these optional works. (described later in the announcement).

Bid bond: In accordance with the requirements of SWZ: The contracting authority requires a bid bond. The Contractor shall be obliged to lodge a bid bond before the deadline for submission of tenders in the amount specified and described in the SWZ: The amount of the required bid bond for selected lots:

a) Part I: PLN 15,000.00 b) Part II: PLN 280,000.00 c) Part III: PLN 190,000.00.

Cancellation of the procedure: The contracting authority shall cancel the procedure for the award of this contract in the situations specified in Art. 255 of the Public Procurement Act and Art. 259 of the Public Procurement Act (if partial bids are permitted).

The contracting authority may cancel the procurement procedure pursuant to Art. 257 of the Public Procurement Act if the public funds that the contracting authority intended to allocate to finance all or part of the contract have not been granted to it.

At the same time, the contracting authority notifies the contractors who submitted tenders about the cancellation of the procurement procedure - providing factual and legal justification.

The contracting authority shall immediately make the information referred to above available on the website of the conducted procedure.

PART II – Construction of a transport hub at the intersection of the northern ring road DK No. 94/46 and Partyzancka Street DW No. 459.

The subject of the contract is the design and construction of a new intersection of the national road DK45/46/94 with the provincial road No. 459, including the construction of a WB junction, a four-inlet "karo" with a roundabout.

This solution is aimed at ensuring collision-free passage along the national road No. 45/46/94 (Opole city bypass) and connecting this road with side roads – provincial road No. 459 (Partyzancka Street).

The investment will be located in the city of Opole, Opole commune, Opole poviat, Opole voivodeship, identifier 166101_1.0061, precinct 0061 Półwieś, 166101_1.0146, precinct Sławice.

The scope of the contract includes the execution of all necessary works for the proper functioning of the section of national road No. 94/46 and the provincial road No. 459 in accordance with applicable law.

The scope of the order shall include in particular:

- Development of project documentation under the Functional and Utility Program (PFU) along with obtaining a decision on the permit for the implementation of a road investment (ZRiD) and other permits necessary for the implementation of the investment, administrative decisions, arrangements, opinions, reports, etc.

- Execution of construction works – along with the necessary accompanying infrastructure based on the design documentation made by the Contractor together with services other than construction works necessary to perform these works.

- Exercising author's supervision over the developed project documentation.

The scope of the contract includes the execution of all necessary design works, the performance of which is necessary for the execution of construction works and the proper functioning of the facility after its construction in accordance with applicable law, along with each time changes are made until the date of submitting the design documentation to the Ordering Party of the subject of the contract.

Bid bond: In accordance with the requirements of SWZ: The contracting authority requires a bid bond. The subject of the Order is:

• design and reconstruction of national road No. 46 on the section from the administrative border of the city of Opole in the direction of the existing roundabout intersection of national roads No. 94/46,

• design and construction of a road providing access to the investment areas of the WSEZ in Opole and to the GPZ Opole-Wrzoski power station.

The roads in question are located in the Opole Voivodeship, in the Opole poviat, in the city of Opole – cadastral unit 166101_1 the city of Opole, precinct 0147 Wrzoski.

The scope of the contract includes design, obtaining legally required decisions and permits for the implementation of the investment and implementation, i.e. execution of all necessary construction works for the proper functioning of the section of national road No. 46, in accordance with applicable law.

The scope of the order shall include in particular:
