The Ministry for Foreign Affairs of Finland is requesting tenders on consultancy services related to the planning and design of the next phase of the ‘Energy and Environment Partnership’ in the southern and East Africa regions. Please refer to the Terms of Reference of the assignment for a more detailed description.

Conduct a comprehensive market landscape study of the renewable energy sector, analysing the gaps in on-grid support and both (i) Gaps and (ii) Current market situation for off-grid., this will cover current EEP-SEA countries plus Malawi and Zimbabwe and include an assessment of available financing and key market gaps and barriers. The study should 1) Result in a stand-alone product that reaches a broader audience of donors working in the energy space; and 2) Serve to revalidate and/or reposition the EEP-SEA market niche/value proposition, taking stock of the full landscape of donor facilities as well as foundations and private sector commercial financing.

Prepare and present a design of the new EEP-SEA MDTF together with accompanying Fund documents. These documents will serve to define the market niche and objectives as well as administration, management and governance set-up of the Fund and serve to provide decision makers among potential donors with sufficient information to make a funding decision.
