By means of the Tender Procedure, the House of Representatives intends to conclude an agreement with one (1) Contractor for the 'design, support and further development of a solution that generates automatic live subtitles of streams by means of speech recognition'. The Agreement has a term of four (4) years, with an optional extension of two (2) times twelve months and is expected to take effect on January 1, 2024.
The Tendering procedure concerns:
- Setting up and supporting a solution that generates automatic live subtitles of streams by means of speech recognition
- Further development of the quality of speech recognition and automatic live subtitles.
During the term of six (6) years, it is expected that an average of at least 2000 hours per year of live streams will have to be provided with automatic live subtitles by means of speech recognition.
Automatic live subtitle streamsBased on an accurate estimate based on the current volume (on average at least 2000 hours per year), and taking into account the developments that DVR now expects and that could affect the volume in the coming years, the House of Representatives expects that the value of the assignment will be approximately € 600,000 excluding VAT, calculated over the entire term of the Agreement (six years). However, political, budgetary, administrative and/or organisational developments within the House of Representatives in particular can influence the (size of the) assignment. The actual purchase may therefore (slightly) differ.
