Framework agreement for a review of the regulation and financing of private nurseries - legal and economic problems

The government wants to give small privately owned and non-profit nurseries better framework terms, and stop the development where commercial actors are owning more and more nurseries. The government will regulate the procurement and sale of nurseries more strictly, assess municipal first refusal, and ensure that public subsidies and parent payments go to running the nursery. The rules will also give municipalities greater possibilities to manage financing and set requirements for private nurseries.

The contracting authority will start the work on the rules, and therefore needs analyses and a review of various legal and economic problems. The contracting authority would like to enter into a two-year framework agreement for the regulation and financing of private nurseries, with an option for an extension for one year. Delivery will be in the form of reports, legal opinions, presentations, and continual advice and discussions.
