The subject of the order is the successive delivery of diesel fuel to the container tank of the fuel station located in the area of the Municipal Waste Disposal Plant “Stary Las” Sp. z o.o., Stary Las 9, gm. Starogard Gdański.
The fuel must meet the requirements of the PN-EN 590 standard. The ordered amount of diesel fuel is 240,000 liters, with the Ordering Party guaranteeing 190,000 liters of diesel fuel (50,000 liters is the right of option). The volume of a single delivery approx. 4 000 liters.
1. The subject of the contract is the successive delivery of diesel fuel to the tank of a container petrol station located on the premises of the Municipal Waste Utilization Plant "Stary Las" Sp. z o.o., Stary Las 9, Starogard Gdański commune.
2. The fuel must meet the requirements of the PN-EN 590 standard. The ordered amount of diesel fuel is 240,000 liters, the volume of a single delivery is about 4,000 liters.
The Ordering Party reserves the right to exercise the right of option consisting in reducing the subject of the order, depending on the needs, whereby the Ordering Party undertakes to order not less than 190,000 liters of diesel fuel – guaranteed order quantity.
3. The fuel will be used only for the Plant's own needs.
The Contracting Authority does not trade in liquid fuels and does not have relevant concessions in this respect.
4. The Ordering Party shall require that:
- the execution of the contract was carried out successively (in batches) for the duration of the contract, using the Contractor's means of transport complying with the standards provided by law, in a one-time quantity of approx. 4,000 litres, within 2 working days of the notification by the Contracting Contractor demand for delivery, by e-mail or by telephone;
- the supplied diesel oil complied with the Polish quality standards set out in the Act of 25 August 2006 on the system of monitoring and controlling the quality of fuels (i.e. Journal of Laws of 2022, item 1315, as amended), the Act of 25 August 2006 on biocomponents and liquid biofuels (i.e. Journal of Laws of 2022, item 403) and regulations issued on the basis of the above acts, including the Regulation of the Minister of Economy of 9 October 2015 on quality requirements for liquid fuels (Journal of Laws of 2015, item 1680) and the Regulation of the Minister of Climate of 22 April 2020 amending the Regulation on quality requirements for liquid fuels (Journal of Laws of 2020, item 727);
- the diesel supplied complies with the current standard PN-EN 590 (Diesel fuels) according to volume at reference temperature +15oC;
- supplied diesel during winter, enabling the operation of the Contracting Authority's vehicles, and the reference point will be the cold filter locking temperature:
cold filter lock temperature 0 degrees C,
in the transitional period, i.e. from March 1 to April 15 and from October 1 to November 15 with a cold filter blocking temperature of 10 degrees C,
in winter, i.e. from 16 November to the end of February with a cold filter lock temperature - 20 degrees C;
- diesel fuel was supplied by a specialist transport vehicle equipped with a legalised system for measuring pumped out fuel;
Road tankers must meet the requirements set out in the Act of 19 August 2011 on the transport of dangerous goods (i.e. Journal of Laws of 2021, item 756, as amended).
- The Contractor has provided, at the request of the Contracting Authority, current certificates of legalization of the pumped fuel meter with a number consistent with the serial number of the meter installed on the delivery vehicle (autocystern);
- delivery was carried out on weekdays, from 7:00 to 14:00.
5. The basis for settlements for the delivered diesel oil, to the legalized tank (container service station), will be the indications of the Ordering Party's electronic measuring system at the reference temperature of +15oC (constant density of diesel fuel at the reference temperature +15oC, 0.84 kg / dm3).
