The mini-competitions are carried out between selected framework contract contractors. Tenders shall be submitted in writing. Offers are evaluated on the basis of price and quality or price alone. The criteria for comparison shall be indicated in the invitation to tender. The developer defines the payment and performance basis for the contract form to be used for each project in the invitation to tender.

The building contractor acts on the site as the main contractor required by law and as the main contractor referred to in the legislation (Section 4 of the YSE), unless this is separately amended by contract documents in the internal tendering process of the framework contract.

The undersigned contractor undertakes to construct for the developer the civil engineering work ordered in writing by the developer during 2024–2026 (contract period 1.1.2024 - 31.12.2026, possible option for the period 1.1.–31.12.2027) in exchange for the contractor compensating the contractor for the costs incurred in achieving the agreed work result as described below.

The contractor is obliged, on behalf of and on behalf of the developer, to carry out all the work and measures required by the framework agreement and the documents specified therein, either itself or using special workers, as well as the procurement of materials and supplies, in order to achieve the work result specified in the contract for the intended construction object and hand it over to the developer ready in accordance with the contract documents.

Drawing up detailed drawings of changes made on construction sites for the client and designer for final documentation is included in the contractor's performance. The contractor is obliged to provide the customer with service book information about the installed equipment.

The contractor's above-mentioned obligations include, to the extent specified in this contract, all those services that are necessary to achieve the agreed work result.

In the remuneration and other terms of employment of employees, the contractor must comply with the provisions of the collective agreements in the field. At the request of the developer, the contractor shall, as far as possible, endeavour to give an indicative advance estimate of the number of employees required. If the nature of the work or other factors require long-term shift or overtime work, this must be separately agreed with the developer. The developer requires the contractor to submit the employee lists to the tax authorities in accordance with official regulations.

For special works and purchases, the contractor must invite tenders from at least two entrepreneurs or shops, unless a favourable contractor or contractor identified by the parties is otherwise known. The contractor must approve its special contractors and subcontractors before taking them on. The contractor is obliged to use the wellbeing services county's current wholesale agreements. Contract suppliers by product group are available on the North Karelia procurement website. The contractor is paid for a visit to the wholesaler only when there is no time to wait for the wholesaler's cargo to reach the construction site. This must be agreed separately with the customer. If the wholesale discounts received by the contractor are greater than the discounts received by the wellbeing services county, the wellbeing services county has the right to benefit from the difference.

The construction work must be started at the time agreed in the order and carried out in such a way that the agreed result of the work is ready at the latest at the agreed time. Possible milestones are agreed separately for each work site. Work shall be kept running without interruption and completed as quickly as reasonably achievable. Employee resources must be dimensioned so that the work can be performed during normal working hours, and overtime must be agreed upon in advance with the client. The daily working hours are from 7.00 to 16.00 in accordance with the collective agreement for the construction industry. The use of short-time working hours is agreed separately with the client. Lunch meals for employees take place on their own time. The client obliges the contractor's employees to use the working time tracking system.

Invoice work costs are carried out in accordance with the quotation form.

The building materials and materials paid for by the developer will all remain the property of the developer
