Collection and management of waste marked with the code 19 12 12 resulting from the processing of municipal waste at the Municipal Waste Treatment Plant in Ostrołęka

The subject of the contract is the provision of a service consisting in the successive collection by the Contractor of waste marked with code 19 12 12, components including for the production of alternative fuel of the RDF type, i.e. the waste energy fraction resulting from the sorting of municipal waste, for their management, i.e. subject to recovery processes or transfer to another entity for this purpose in accordance with generally applicable law and decisions held by the Contractor.

Collection of waste marked with the code 19 12 12 will take place from the Municipal Waste Treatment Plant in Ostrołęka at ul. Gen. T. Turskiego 4, 07-401 Ostrołęka, POLAND.

The estimated amount of waste with the code 19 12 12 during the contract will be approximately 7,200.00 Mg.

The actual amount of waste with code 19 12 12 will result from the current needs of the Employer.

1. The subject of the contract is the provision of a service during a 12-month period consisting in the Contractor's successive collection of waste marked with code 19 12 12, components for the production of alternative fuels of RDF type, i.e. the waste energy fraction resulting from the sorting of municipal waste, for their disposal, i.e. subjecting them to recovery processes or transferring for this purpose to another entity in accordance with generally applicable law and decisions held by the Contractor.

2. Waste 19 12 12 will be separated from the stream of unsorted (mixed) municipal waste, selective paper collection and mixed packaging waste in the Employer's installation, i.e. in the Municipal Waste Treatment Plant in Ostrołęka at ul. Gen. Turskiego 4, 07-401 Ostrołęka, POLAND.

3. Waste 19 12 12 will be separated on a segregation line from the> 80 mm fraction in two stages.

Stage 1. Batch waste is subjected to preliminary manual segregation, aimed at separating from the waste mass the glass fraction, large, easily recognizable elements from ferrous and non-ferrous metals, cardboard, plastics, hazardous materials and substances, waste electrical and electronic equipment, wood, fabrics and terracing waste. Next, the waste is transported to the optical separator No. 1, which separates from the waste mass a mixture of recyclable materials for further manual sorting (paper, cardboard, plastics and multi-material waste) in the sorting cabin where the segregation process for individual types of materials is carried out. The residue from manual sorting is waste code 19 12 12.

Stage 2. The waste stream remained after passing through the optical separator

No. 1 is directed to magnetic separators of ferrous and non-ferrous metals and then to optical separator No. 2.

This separator separates residual plastics, paper, wood and fabrics. The waste stream remaining after passing through the Optical separator No. 2 is directed to the container loading station as waste with the code 19 12 12.

4. The estimated amount of waste marked with the code 19 12 12 will be 7,200 Mg.

5. Determining how the order will be carried out:

a) Collection of waste marked with code 19 12 12 will take place from the premises of the Municipal Waste Treatment Plant in Ostrołęka at ul. Gen. Turskiego 4, 07-401 Ostrołęka, POLAND;

b) Waste with code 19 12 12 will be prepared by the Employer for collection in compressed form, tied with steel wire, and in technologically justified cases (press failure): in a loose state. The dimensions of the bale of compressed waste are about 75x110x100 [cm]. The weight of a single pressed bale ranges from 400 to 500 Kg;

c) The Contractor shall use means of transport at his own expense to perform the service which is the subject of the contract. Loading waste is on the side of the Employer;

d) The Employer undertakes to load each Contractor's transport at a level of min. 23 Mg net only in the case of a "moving floor" semi-trailer in the case of other modes of transport, up to a maximum quantity permitting safe and legal transport;

e) Collection of waste marked with code 19 12 12 will take place on business days of the plant between from 8:00 to 15:00;

f) Weighing of waste collected by the Contractor will take place on the Awarding Entity's scales located on the premises of the Employer and will be confirmed by a receipt and proof of issue issued on the basis of a receipt. These documents will constitute the sole basis for determining the amount of waste collected between the Employer and the Contractor.
