Concession assignment through project finance, art. 183, paragraph 15, of Legislative Decree 50/2016 and subsequent amendments with the right of pre-emption in favor of the promoter.
The procedure is aimed at the stipulation of a public-private partnership contract (to be carried out through project finance) for the assignment under concession regime and in equilibrium conditions economic and financial, pursuant to art. 183 paragraph 15 of Legislative Decree 50/2016, of the intervention of “Redevelopment and energy efficiency of buildings in the availability of the Metropolitan City of Catania and ordinary and extraordinary management and maintenance service for plant systems”.
With reference to the timing of the transaction, a concession for a duration of 15 years is foreseen, including the first 2 of the implementation phase whose expenses are fully borne by the Dealer.

The CMF Stable Consortium, with registered office in Trento, has submitted a proposal for project financing pursuant to art. 183, paragraph 15 of Legislative Decree 50/2016 and subsequent amendments for concession and under conditions of economic-financial balance of the intervention of “Redevelopment and energy efficiency of buildings in the availability of the Metropolitan City of Catania (CT) and management and maintenance service ordinary and extraordinary of plant systems”. The purpose of the concession is to carry out improvements on the buildings of the Metropolitan City of Catania, both from a strictly energy and economic point of view, through exploitation of the possible F.E.R. (Renewable Energy Sources), which from a functional point of view, improving the reliability and safety of the plants.”
With reference to the timing of the transaction, a concession for a duration of 15 years is foreseen, including the first 2 of the implementation phase whose expenses are fully borne by the Dealer, with the following mode:
- The executive project of the improvement interventions on the buildings within the competence of the Body, as deduced from the proposal of the feasibility project placed on the basis of the tender, must be approved on a technical basis -administrative within 3 (three) months from the approval of the award proposal (with charge and expenses fully borne by the Concessionaire).
- The executive phase of the improvement interventions, to be carried out within 24 months, is divided into a first part relating to the final and executive design of the intervention, and into a second part destined for the realization phase. During the construction phase, it is planned, progressively and on the basis of the lots of finished interventions, to entrust the Concessionaire with the management activities relating to the completed buildings (with the burden and expenses to the dealer's total load).
- The ordinary and extraordinary management and maintenance service for plant systems must be activated from November 1, 2022.
