The procurement shall contribute to increased knowledge on a National subsidy scheme against child poverty. An assessment shall be made as to what degree the subsidy's aim is achieved through the initiatives that received support in 2015 (the efficiency of the aim) and whether the administration of the scheme is done in an appropriate way. The research assignment shall uncover best practice, contribute to the continuation of initiatives that work and possibly strengthen targeting the commitment against child poverty. The assignment shall give advice on the further development of the subsidy scheme and its administration.
The assignment shall start in 2016 and be completed by the end of 2017. The total financial limit is NOK 2 500 000. NOK 500 000 has been put aside in 2016 and NOK 2 000 000 in 2017. Subject to the Norwegian parliament's final budget decisions for 2017.
