Description:
HVAC design of the Kross Fire Station

The City of Kaarina's Facilities and Nutrition Services requests your total price offer for the HVIA design of the item mentioned in the title, in accordance with this call for tender and attached documents. The task includes data modeling tasks for your own design field. The chief designer acts as a data model coordinator. The tender will be requested in accordance with this call for tender and the accompanying documents. The new building at Kross Fire Station is approximately 3,600 brm2in size.

The fire station being built at Kaarina Kross will have full-time rescue personnel, full-time emergency medical personnel, full-time risk management staff, Kaarina (Kuusiston) volunteer fire department and workshop services as support functions. In a departure from the attached project plan, there will be no Situation Centre at Kross Fire Station.

Activity in the property is divided into the following subdivisions:

— Maintenance of operational (rescue and emergency care) preparedness (24/7) requiring accommodation-related reservations

— Training sessions requiring room bookings related to lecture sets

— Enlightenment, advice and training sessions (weekly) which require areas safe for property and outdoor areas in addition to the previous paragraph

— High ground training facility (training tower)

— Office services (fire inspection operations, preparedness) on a daily basis

— workshop facilities

— The general functions of the fire station include small-scale machinery and equipment maintenance, vehicle maintenance, hose maintenance and storage, periodic and post-operation maintenance of compressed air equipment

— Association activities of contract fire brigades

— In the yard area, fuel distribution point, separation well limited space for vehicle demolition exercises and initial extinguishing exercises and other contract fire brigades exercises.

In addition to legislation, action is governed by a rescue area-specific service level decision.

The service level decision is based on risk analysis.

The parties to the planning stage complaining on the basis of the tender are:

— Architectural Designer

— Chief Designer

— Data model coordinator

— Structural Designer

— HVAC Designer

— Electrical designer

— Geo-Designer.

Architectural and main design, the tasks of the data model coordinator, structural design, electrical design and geo-design have already been competitive in the case of construction project design.

The design task includes all commonly necessary HVAC design measures to provide a finished construction site, the task list RT 10-11290 TATE18 C-K, where applicable, with attachments. The content and scope of tasks, as complementary tasks, are set out in the accompanying document Refinements to the scope of the design tasks. Scheme scope of the item as set out in the Annex to the request for tender.

The complementary tasks included in the total price shall be carried out:

— Archiving plans to project bank for use in PDF, DWG and IFC formats

— Conducting an object energy statement and certificate while assisting other designers

— Data modelling in a common data model for house technology.

The design is done by modelling and the project applies General Data Model Requirements 2012 (YTV 2012) guidelines, Construction Part Model Accuracy Level 2 and Status Reservation Modeling Level 1. IFC 2x3 certification for the data model is required for the software used.

Data modelling aims to support design and help plan coordination, illustrate design solutions and streamline construction-time processes. Modeling is done for the implementation of the project and the model is used for the construction. For example, no separate allowance is paid for the use of the model at the construction stage.

The total price of the design task includes a total of 20pc for planning, authority and site meetings. In addition to the above, the total price includes meetings between planners and other similar, e.g. site visits.

At the initial stage, the rules of the game to be followed for the exploitation of the project bank (BEM) used in the project are agreed.

The tenderer shall commit to a nondisclosure commitment and the conclusion of a security contract, as well as any security clearances of persons already during the procurement process.

A tight budget for a construction project requires consideration of cost-effectiveness in all phases and aspects of the design. The subscriber commissions a proposal phase of draft plans with estimates of the cost of implementation. Based on the cost estimate, it is decided whether work can be continued on the basis of the draft plans considered. Any redesign to stay in budget is included in the total price.

The objective of HVAC design should be a low-cost, satisfactory and technologically sound overall solution for construction and maintenance costs, taking into account the principles of sustainable development in terms of flexibility, variability and overall economy, for example. The end result of the design should be the building, which in 50 years of life cycle inspection will prove to be the most affordable in overall economy. Design solutions should be those that guarantee a clean and healthy indoor climate for the user in any use situation.

The building is carried out with regard to the life cycle with the most sustainable and energy-efficient heating system. The overall target value for indoor climate is considered to be the S2 class in pursuit of a good indoor climate and energy economy. Facilities of varying operational load shall be equipped with an air-quantity system. The cleanliness of the construction works follows the P2 category, as well as the key objectives of the Clean Ventilation System design instruction.

Construction automation is attached fully programmed and graphics drawn into the city's existing remote monitoring and central control room (Pyramid or Bacnet), retaining their previous functionality and warranties.
