The LZN is responsible for the procurement of goods and services for the direct administration of Lower Saxony (see § 2 of the LZN's operating instructions). With the approval of its supervisory authority, the LZN can take on further tasks for public law users within and outside the state administration of Lower Saxony, as well as for privately owned companies that are fully owned by the public sector (cf. § 3 operating instructions).
In this area of responsibility, the order includes the conclusion of a framework agreement for the delivery of full-covert sets (conspiratorial headset) to authorities and organizations with security tasks (BOS) in Lower Saxony.
Based on the determined, non-binding and currently estimated operational-tactical requirements, around 200 full-covert basic sets, with "in-the-ear" headphones (inductive, transductive or Radio) and wireless PTT for conspiratorial use are required as a non-binding estimate, which are suitable for digital radio (Tetra BOS network) as well as for telephone conferences in the GSM network.

- approx. 20% of the total amount in the first year,
- approx. 40% of the total amount in the second year,
- approx. 30% of the total amount in the third year,
- approx. 10% of the total in the fourth year.

When submitting the offer, the bidder must provide items 1, 2 and 3 of the offer form in the following quantity free of charge for trial and test purposes and evaluation.
- 8 x induction / transduction or radio sets; see offer form pos. 1,
- 8 x induction / transduction or radio earphones for item 1; see offer form item 2,
- 8 x wireless PTT for pos. 1; see offer form item 3.
The samples are to be sent separately by post by the end of the offer period. For this purpose, the bidder must provide the samples with the offer and address stickers attached to the tender documents.
Please note that the offer documents are only to be submitted electronically via the procurement portal of the State of Lower Saxony. No offer documents have to be enclosed with the samples!
The test period will be around 4 weeks. The test is carried out by eight people. The test samples will be returned to the respective bidder after completion, provided a return slip is enclosed with the offer, otherwise the samples remain with the client. It is also possible for the bidder to collect the samples.
