Eden District Council (EDC) is seeking bids from bidders for the admin of its housing allocation and homelessness functions covering the below key areas:
— admin of the EDC housing advice function,
— admin of the EDC homelessness function,
— management of the EDC housing register.
The service is required to be delivered throughout Eden. It will be a requirement of the successful bidder to make available a min of 6 units of temporary accommodation within Penrith, covering the following property types:
— 2 x 2 or 3 bedroom family houses,
— 4 x 1 or 2 bed flats.
The outcome of the tender process will be a single contract with 1 service provider. The contract will be for a max. 10 year duration, with break clauses at the following years, subject to EDC requirements and the performance of the successful bidder:
— 2 years,
— 5 years,
— 8 years.
The anticipated contract start date is 1.4.2020.
The estimated annual contract value is 300 000 GBP, ex VAT, however, this is an estimate only.

The client is seeking bids from service providers to provide the administration of its housing allocation and homelessness functions covering the following key areas:
— administration of the EDC housing advice function,
— administration of the EDC homelessness function,
— management of the EDC housing register.
The service is required to be delivered throughout the local authority area of Eden; including but not limited to, the market town of Penrith. It will be a requirement of the successful service provider to make available a minimum of six units of temporary accommodation within Penrith, covering all of the following property types:
— 2 x 2 or 3 bedroom family houses,
— 4 x 1 or 2 bed flats.
At least one unit of temporary accommodation should be suitable for use by a person(s) with a physical disability.
The outcome of the tender process will be a single contract with one service provider. The contract will be for a maximum 10 year duration, with break clauses at the following years, subject to EDC requirements and the performance of the successful service provider:
— 2 years,
— 5 years,
— 8 years.
The anticipated contract commencement date is 1.4.2020.
The estimated annual contract value is 300 000 GBP, excluding VAT (subject to inflationary increase as identified in the ‘Price and Price Movement’ section of the tender) based upon historical expenditure, however, this is an estimate only. This is for information only and no guarantees are given, nor are implied as to the value of business that will be placed with the successful service provider. EDC accepts no liability for any inaccuracies in the estimates provided. EDC reserves the right to vary the volume of work during the life of the contract. The estimated annual expenditure is subject to increase/decrease in line with legislative changes.
The contract will be available to the following, such that each of the following will be entitled to purchase services from the successful bidder at the discretion of EDC:
— EDC and any subsidiary undertakings of EDC both current and future,
— all parts of any current or future group structure of which EDC is, or may become, a part,
— any entities which fall into either of the following categories and which are permitted by EDC to make particular purchases under the contract from time to time:
(a) any joint venture entities (whether companies, limited liability partnerships or otherwise) in which EDC or any subsidiary undertakings of EDC participates from time to time (whether as a shareholder, member or otherwise);
(b) other contracting authorities including registered providers of Social Housing within England and Wales (as defined by the Housing and Regeneration Act 2008), Registered Social Landlords within Scotland (as defined by the Housing (Scotland) Act 2010) and local authorities across the UK.
