Subject of the procedure is the allocation of planning services of the object planning for buildings and interiors according to § 34 HOAI i. V. m. Annex 10.1, as well as outdoor installations according to § 39 HOAI i. V. m. Annex 11.1, work phases 1 to 8 for the new construction of a fire station.
Contracts and construction are scheduled to start in mid-2020, and the property will be completed by the end of 2021.

The large county town of Backnang is planning to build a new fire station for the southern districts of Maubach, Waldrems and Heiningen in order to establish up-to-the-minute operating conditions and to ensure the legally stipulated rescue times.
According to the firefighting technical report, the new fire station is to be realized at the location "Ebene" south of the Neckarstraße between the two suburbs Waldrems and Heiningen, which was decided by the City Council of Backnang.
The development plan "Ebene", which was necessary for this purpose, has meanwhile been adopted in an amended draft of 8 April 2019. The decision also triggered public participation with an interpretation.
The construction task includes the construction of a new fire station with 3 vehicle boxes, a storage box as well as the barrier-free accessible changing rooms, social rooms and technical rooms on two levels with a usable area of approx. 1 500 m
For the building, an energy concept was jointly developed with the energy consultant of the city of Backnang, according to which the heat and energy supply can either take place via a combined heat and power plant with peak load gas boiler or a gas boiler with photovoltaic system. In the event of a disaster, an emergency generator should be provided.
The outdoor facilities with alarm access, alarm and practice yard, parking areas as well as the necessary noise protection measures for the protection of the neighborhood are on the property with a total area of around 7,140 m
The upper cost limit of the construction costs of the cost groups 200 to 600 in accordance with DIN 276 is set at EUR 3 million gross for the overall measure.
For the realization of the project, the city of Backnang now intends to award the planning services of the service phases 1-8 according to HOAI for building and open space planning in a two-stage negotiated procedure with an upstream competition for participation according to VgV. It is planned to award the contract until the beginning of December 2019.
The design plans for buildings and open spaces, including the cost calculation, are to be completed by January 2020. These form the basis for the decision to be taken by the local council and the submission of the grant application to ZFeu in February 2020.
Subsequently, the further plans are to be commissioned and the building application submitted.
