The object of the order is the launch and operation of the development vouchers system for participants in the project “Learn at the Master”. The project “Learn u Master” is implemented within the framework of the Regional Operational Programme of the Lesser Poland Voivodeship for 2014-2020, Priority Axis 8. Labor market, Action 8.4 Development of personnel competencies and adaptation to changes, Subaction 8.4.1 Development of SME sector cadres, Type B. The aim of the project is to increase the availability of development services for micro, small and medium-sized enterprises, their employees and the self-employed, from selected industries affected by the effects of the COVID 19 pandemic, including primarily cosmetic and hairdressing and tourist- gastronomic. In the project, entrepreneurs wishing to improve the skills of their employees will be able to obtain funding — in the form of development vouchers — for a new service — learning in the workplace, under the guidance of a professional from another entrepreneur in the same industry whose potential and experience will allow him share knowledge and skills with other industry representatives. The planned period of implementation of the venture will last a minimum of 12 months, a maximum of 14 months, but no longer than 30.11.2022.
The essence of the order is to create a system of development vouchers for customers of the above project. System support for a minimum of 300, a maximum of 1500 participants (employees of enterprises or self-employed), a minimum of 200, and a maximum of 720 entrepreneurs (with one entrepreneur a maximum of two contracts can be signed to subsidize workplace learning services) for distribution a maximum of 36,000 vouchers, worth 100 zł each.
2. The subject of the contract shall be implemented using an entry-level system of financing services, whereby two elements are combined:
1) Implementation of workplace learning services by entrepreneurs operating in the catering, hospitality, hairdressing or beauty industries and cooperating industries declaring the provision of high-quality learning services in the workplace, in accordance with the qualitative criteria defined by MSUES plus and offering their services in the Workplace Learning Services Base (hereinafter referred to as the UMP Base), in accordance with the Terms and Conditions of the Base (action on the side of service providers).
2) Financing workplace learning services for entrepreneurs using electronic ID cards (electronic vouchers), hereinafter referred to as the Development Voucher System. The commissioning and operation of the above system will be carried out by the Financial Operator established in this order to the extent described in the OPZ.
