This Tender is to establish a framework agreement for external print and digital services. The duration of the framework agreement will be four (4) years at a maximum; three (3) years initial period with option of extending for period of 12 months.

External print and digital services is for the provision of a fully outsourced solution which enables the strategic management of prints and digital services. The framework agreement will comprise the entire services for external print and digital services including: supply of goods or services, stock management, storage, pick and pack, despatch and management information. This Framework Agreement will cover the complete service to optimise, manage and produce an organisations external print requirements including the production of reprographics (Artwork and Design), printing and personalisation of documents, finishing and binding and stock management. Moreover, the framework agreement is designed to support those Participating Authorities who want to migrate from a traditional in-house print process to the appointment of strategic supplier for all external print and associated service requirements and the successful supplier will be required to support the Participating Authority through generating concepts to production.

Terms and Conditions/Activity Based Income (ABI) The terms and conditions of this framework agreement and any resulting call-off contract is appended to the ITT. These terms include provisions requiring the payment by the supplier of an ABI management charge in consideration of the award of this framework agreement, the management and administration by HTE of the overall contract structure and associated documentation, as well as the requirement to submit regular management information to HTE.
