DFID Nigeria is seeking to appoint a service provider (or ideally a consortium) to design and undertake an evaluation of the Nigeria Infrastructure Advisory Facility phase II (NIAF) programme, and to design and implement a research programme that can both address knowledge gaps on urbanisation in Nigeria and answer operational questions directly linked to the NIAF II programme. DFID is seeking proposals for the design and delivery of research closely linked to the NIAF II programme as well as developing broader themes on urbanisation in Nigeria. This could be in areas such as Population, Economic Growth, Urban Governance, Planning etc. The research programme should deliver international research publications and policy briefings to DFID and other stakeholders, in line with DFIDs Open Access Policy. The contract will primarily be focussed on highly rigorous research, but the contract will require evaluation expertise to use data collected by the Research and Evaluation Manger and data collected by NIAF II itself to conduct a full evaluation of the NIAF programme.This is a 4 year contract, with an inception period of 6 months. Progression from inception to implementation will be subject to satisfactory design of this programme and strong performance by the supplier during the inception period. DFID is seeking to award an output based contract, where payment will be explicitly linked to supplier performance and the effective delivery of outputs.
