Espoonlahti Swimming Hall, Main and Architectural Design

The competition concerns the main and architectural design of the renovation and extension of the Espoonlahti Swimming Hall with its other tasks, as further defined in the invitation to tender below.

The facilities in the swimming pool, which was completed in 1983, are being renova A multi-function pool will be built as an extension. The big racing pool is being waved to 10-track. Costume and washing facilities will be expanded in the existing facilities. Existing charter saunas will be replaced by accessible dress and washing facilities for special groups. Seating is added to the grandstand, which can be implemented without the expansion of the facilities. Exercise facilities are increased with spatial changes on the 1st floor. The maintenance of the swimming pool will be moved to a better place.

At the same time, an outdoor pool is implemented, the exact size of which is specified operationally and economically inexpensive as a result of more detailed design. An extensive outdoor area supporting swimming pool activities is implemented to connect with the outdoor pool. This entity is implemented in such a way that it can subsequently be expanded and diversified as the population of the Gulf of Espoon increases and the city's economy permits further.

In the design of the swimming pool, the engineering systems of the hall are designed and implemented by sizing, allowing subsequent extensions to be made to the hall.

Target Scope:

Renovation: 7,300 brm2, 4,500 hym2

Extension: 600 brm2, 400 hym2

Annual visitor count 500,000 customers.

Target schedule: planning will begin in August 2021. The building will be completed in 2025.

Format of implementation: shared chore.

Main and architectural design of the swimming pool in Espoonlahti, description of the tender:

The tender is 1 step.

Among the eligibility conditions:

The tenderer shall present the office references in Annex 14a. Office references are minimum requirements and are not scored.

The eligibility conditions for the chief designer, the responsible building planner, their deputies and two (2) project architects, such as details of the qualification, qualification and language certificate, are set out in Annex 13 the eligibility criteria and criteria for the Professional Qualification.

Quality Points

The tenderer shall present the key persons of the planning team, which are at least:

— Chief Designer

— Architectural Designer in charge of building design, later building designer (ARK)

— Substitutes for the aforementioned designers.

The references of all the above designers should be presented in Annex 14b. Quality points are calculated from the references of the chief designer and the building designer. See Quality Points Calculation Formula: Annex 12 Scoring Table. Substitute references do not become quality points.

Price Offer

Offices issue a price offer with Appendix 5. The main and architectural design are itemized to the price offer by design position. The design offer must also include the landscape design and transport planning of courtyards and green spaces in the scope of the entire plot and planning area.

A bid for bulk furniture and facility kitchen design is also requested.

The subscriber separately competes the following design areas:

— Bottom construction design

— Structural design

— HVIA and energy design (sprinkler design is included in HVAC design)

— Water Treatment Planning

— Electrical design

— Fire engineering

— Data model coordination

— Moisture and purity coordinator

— Service book coordinator

— Security Coordinator.

The design of the project will be carried out by data modelling in respect of all design disciplines, thus requiring the planning parties to have knowledge model skills at the level required in the data model guidance.

Assessing

On the basis of references, the subscriber first calculates quality scores for all providers. The subscriber then opens bidders' price quotes and calculates the price points and total points (see Annex 5 Scoring table).

The bidder with the highest points in the Quality section receives 75 reference points for the final bid comparison, to which the other bidders' points are proportioned. The bid score for the final comparison = the quality points received by the bid concerned divided by the quality points of the bid with the highest quality points and multiplied by 75 points.

The offer of the cheapest price will receive 25 reference points for the final comparison. The reference points for other tenders are calculated as follows: the reference point for the bid = the price of the cheapest bid divided by the price of the bid concerned and multiplied by

By 25 points.

The architectural firm/working association with the best co-points (aggregate quality and price points) of the bidders is selected to manage the main and architectural design of the project.
