In accordance with the VgV, the contract is awarded via a negotiated procedure with a participation competition. The applicant who can be expected to find the best possible solution to the task on the basis of his offer receives the order. The commissioned planner must first provide service level 1 (phases 2 - 4) including the special services. The completion of performance level 1 will be completed within 8 hours.
