Renovation and energetic upgrading of Palling Primary School - Property planning services for buildings and interiors in accordance with § 35 HOAI - LPH 1 - 9 (further information - see II.2.4 and contract documents).
The object of the order is the provision of step-by-step object planning services for buildings and interiors in accordance with § 35 HOAI - LPH 1 - 9; The subject of the planning contract is the renovation of the Palling primary school with a total gross floor area of 3,654.99m² and with an average of about 125 pupils in terms of fire protection, energy efficiency and general technology as well as, if necessary, a change in the floor plans of individual classrooms in adaptation to contemporary pedagogical concepts.
Building condition: The primary school building was built in 1985 and extended in 1999 by an extension for the then still existing partial secondary school (1st-6th grade). Adjacent to the building there are 2 gyms.
The building is in an age-appropriate condition. No major remediation or maintenance measures were carried out, but only major damage to the substance was averted or limited.
The energy standard still corresponds predominantly to the state of the art of the year of manufacture. There is partial moisture damage to windows and exterior facades.
The building has significant deficiencies in fire protection. In addition, the district office Traunstein requested the creation of a verifiable fire protection concept with a corresponding building application.
The existing lines for EDP and communication technology are not powerful enough to supply the school with modern communication technology. Up to the house connection there is a fiber optic connection.
The existing classrooms are very small in parts (sh. Inventory plan). More flexibility for everyday school life could be created by enlarging or merging rooms.
The sanitary facilities no longer meet the actual needs in their dimensioning, the condition is generally to be regarded as in need of renovation. The sanitary facilities are in the optical-technical condition of the years of manufacture.
The large window front of the building leads to overheating of the premises and to high glare in the spring and summer months. There are no adequate blackout and shading options. A lack of insulation in some classrooms leads to disproportionate temperatures in summer and winter.
The school family considers it desirable to upgrade the entire school building to a friendly, bright environment in order to meet the teaching requirements in future years.
In the school building itself, some rooms could be used by associations or for adult education measures if the corresponding structural requirements for multi-functional use for school and extracurricular use are strengthened.
Objective of the renovation: The aim of the renovation is the structural and planning creation of a school building that meets the existing public law requirements, in particular fire protection, is in a contemporary, generally recognized state of the art, offers a contemporary environment for pedagogically high-quality teaching and represents an energetically contemporary renovated building.
Currently, the entire building complex, including both gymnasiums, is heated with heating oil. For the medium-term future, the possibility is to create the building complex by means of district heating, which can come e.g. from geothermal energy or other district heating systems.
In the course of the renovation, the prerequisites are to be created to make the roof areas usable for solar energy if necessary.
The municipality of Palling intends to renovate in construction phases. As a timeline, 8 years are currently envisaged within which the renovation should be completed.
The IT infrastructure must be upgraded in such a way that it offers sufficient reserves to be able to meet future developments in the field of digitization.
Goal finding phase: The actual planning must be preceded by a goal finding phase, in which additional inventories may take place and the planning goals are to be concretized in coordination with the client. The municipality intends to preserve the building. A demolition and/or replacement of a new building is not intended.
Cost assumption and subsidies: An approximate cost assumption based on the converted space is about 3.5 million euros (subsidies are not yet taken into account here). A concretization of the cost framework must take place within the framework of the goal setting phase.
Funding: The largest possible subsidies are to be called up for the measure. In addition to the promotion of school construction, subsidies for energy-related measures are also to be envisaged here.
