The purpose of this negotiated procedure is to establish a direct service contract for a number of activities for supporting the implementation of Copernicus Land Monitoring Service in 2022 and partly in 2023, in particular, for the performance of the following tasks: support to quality control of deliverables (CLC+ Backbone, HRL vegetated, HRL non-vegetated, HRL Terrestrial Surface Water, Small Woody Features (SWF) 2018, Urban Atlas 2021, N2K 2021), Verification of Impervious built-up (IBU) layer 2018, maintenance of OSS QC tool, Copernicus helpdesk and Eionet support, support LU standardisation (ISO 19144-3), supporting call for tenders (validation services, CZ protective structures), CLMS harmonisation and evolution, analyse and test LU data provided by NRCs, support for the creation of a pilot CLC+ Legacy instance for 2018 and comparison with CLC2018, testing of OSM and other data for CLC+ Legacy, and 11 other tasks.
A negotiated procedure based on Article 5 of Regulation (EC) No 401/2009 of 23 April 2009 on the European Environment Agency and the European Environment Information and Observation Network. EEA Regulation No 401/2009 in its Article 5 states that ‘The Agency may agree with the institutions or bodies which form part of the Network, as referred to in Article 4, upon the necessary arrangements, in particular contracts, for successfully carrying out the tasks which it may entrust to them’.
