This contract for a pilot project on a European Homelessness Count aims at:
1. identifying a common operational definition of homelessness and a common data collection methodology; and
2. testing it at city level in different Member States.
By doing so, it will promote the regular and comparable collection of data on homelessness at local level. The results will inform local, national and European authorities and policymakers about the nature and scope of homelessness, and the different dimensions and profiles of homelessness. The project would also help to create public and political awareness about homelessness and contribute to creating a greater consensus to solve it. Finally, the project will work on proposing a common methodology, to allow making data comparable and drawing lessons about the profile of homeless people at EU level.
