Helen Ltd is building a new plant producing district heat and district cooling in the current Salmisaari power plant area in Helsinki. The main equipment of the plant are air-to-water heat pumps (district heat output about 14 MW, district cooling capacity about 8 MW) and 2 x 50 MW electric boilers. The preliminary estimate for the delivery date of the plant is 02/2025.
The object of the procurement is the automation and control room system of Helen Ltd's (Client) SaC plant in Salmisaari. The automation system package includes operational automation with switchboards, control room system, interfaces and signalling to the remote control system, remote access system and centralised reporting system.
Procurement is an entity that cannot be divided into parts. The procurement seeks a supplier with overall responsibility, partial tenders are not accepted. The supplier must have the competence and ability to produce the service to the extent described.

The procurement must form a technically and economically expedient entity within the procurement limits, and all the equipment, licences, design, documentation and work required for this are part of the procurement.
The Supplier is responsible for the correct operation and safety of the process as far as the scope of delivery is concerned. The package is considered to include all necessary HW and SW planning related to the scope of delivery, documented and commissioned. In addition, the procurement includes all pre-planning and final planning related to the scope of delivery, including correspondence, as well as participation in joint negotiations.
The procurement includes the hauling and installation of automation cabinets and equipment related to the automation system related to the scope of the Supplier's delivery at the commissioning site. The purchase also includes all internal system installations as well as software installations.
The field equipment related to the I&C system and their installations, cabling and connections belong to a separate installation contract outside this procurement and will not be implemented as part of this procurement.
