"Definition of obstacles to visibility for proof of visibility"

The basic principle of proof of visibility according to the RAA and RAL is the requirement that the existing visibility across the network must be greater than the required. The calculation of the existing visibility is required three-dimensionally. The RAA and RAL also stipulate that in the field of vision to be kept clear, in addition to the road, all obstacles that impair visibility (e.g. embankments with grass or shrub growth, noise barriers, protective devices, etc.) are avoided up to the height of the line of sight have to. However, there are no more concrete definitions of the obstacles to view, since selective obstacles are accepted.

Signposts, masts of gantries and bridge piers can often be found in the fields of vision on motorways and country roads. The RAA and RAL do not stipulate how far and to what dimensions they actually represent obstructions. Furthermore, it is not defined whether the size of the visual obstruction, the period of the visual obscuration or the degree of visual obscuration, based on the typical visual obstruction (cars at the traffic jam ends), are relevant for the existing visual range.

As part of the research project, the term "obstruction of vision" should be specified and a new proof of visibility should be derived for the update of the RAA and for the RAL. The recommendations developed are intended to contribute to a roadworthy and efficient infrastructure.
