Enabling the use of standard software in the form of a SaaS specialist application for processing applications according to BAföG, BayAföG and AFBG.
The subject of performance are therefore:
a) Enabling the use of standard software in the form of a SaaS specialist application (including the necessary storage space for the application data), in which the administrative departments of the Office for Training Funding (AfA) process applications made online and in writing, calculate funding and create notifications as well as payment instructions and reclaims within the framework of the promotion of schoolchildren and students as well as those taking part in further training in accordance with the statutory provisions. This must provide an interface to the upload portal for online applications for funding under BAföG / BayAföG and AFBG as well as the interfaces to other authorities and organizations that are required for the processing of the AfA tasks within the framework of the legal requirements.
b) Licenses for 60 users (concurrent users), 10 of which only require read access to the IT specialist procedure. The useful life of these licenses is 10 years after the declaration of acceptance of the entire system by the client (AG).
In addition, there must be the option during the entire term of the contract to purchase approx. 20 additional licenses (concurrent user; read and write access) individually (optional requirement item without entitlement to acceptance). The useful life of these additional licenses begins when they are made available after they have been requested (but not before the client declares acceptance of the overall system) and runs until the end of the overall contract.
The licenses also include service and maintenance, as described in the appendix Support Processes and Service Levels for the allocation of SaaS specialist applications. As part of the service and maintenance, the contractor (AN) must make all future legal requirements available before they become effective without a separate commissioning by the client.
c) Migration of the complete data from the existing system into the new specialized IT process.
This activity mainly includes:
- Creation of a migration concept;
- Automated migration of data;
- Test and quality assurance of the data migration carried out.
d) Training of the approx. 60 users in the IT specialist process including the creation of the necessary training documents (optional requirement item without entitlement to acceptance),
e) Support contingent (optional requirement item without entitlement to acceptance): For the entire contract period, the contractor provides a contingent of approx. 20 person days per year for possible extensions, optimizations and training according to the client's specifications. The support quota is to be offered for the entire term of the contract within the meaning of § 3 of the contract,
f) Documentation: user manual and admin manual (if available),
g) Making the system operational: The Contractor is responsible for operational readiness.
This mainly includes:
- making the system operational at the contractor;
- Commissioning of the interfaces;
- Support of tests and troubleshooting of the software;
- Support of the introduction (acceptance, go-live, early life support);
- Necessary adjustments / customizing and configurations if not included in the standard;
- Required licenses / access to the test and training system before acceptance.
