Lot 1 – Technical Services
Lot 2 – Site Supervision
Lot 3 – Project Management (Technical)
Lot 4 – Project Management (Non-Technical)

Scope of Lot 1 - Technical Services
• Development of Water & Wastewater Concept & Detail Designs
• Development of Water & Wastewater Project Briefs (ECI, Growth and Development Contracts amongst others)
• Development of planning applications for Water & Wastewater infrastructure
• Health & Safety including:-
o PSDP;
o Design Risk Assessments;
o Safety & Health Plans;
o Safety Files and O&M Manuals;
o Supporting IW Safety Action Plan.
• Risk Management
• Provide technical assurance of Contractor submitted concept designs, feasibility reports, optioneering reports & whole life cost (WLC) estimates
• Provide technical assurance of Contractor submitted designs & design principle packages on DB & DBO Projects
• Ensure compliance with all statutory requirements & standards in technical services delivery
• Provide environmental services to IW (Envirokit, AA, NIS, EIS, Invasive species surveys etc.)
Scope of Lot 2 - Site Supervision Services
• Services and resources shall be provided in accordance with Irish Water Site Supervision handbook
• Undertake the role Supervisor (for NEC contracts)
• Implement Irish Water safety policies and standards on the construction projects
• Review and comment on project/site specific HSQE documentation eg RAMS, TMP etc
• Monitor compliance with contract health and safety requirements and Contractors’ proposals
• Carry out weekly documented health and safety site reviews, follow up and confirm satisfactory close out of health and safety issues
• Ensure that any accident or incident on site, no matter how minor, is reported to Irish Water and actively assist with the accident investigation and implementation of corrective and preventative actions
• Actively participate in Irish Water HSQE team monthly inspections and confirm satisfactory close out of any issues identified.
Scope of Lot 3 - Project Management Services (Technical)
• Concept and detailed design development in conjunction with IW and ESP teams
• Coordinate and progress procurement processes
• Delivery of Capital Projects/Programmes – budget, schedule, programming & quality output
• Project Control including resourcing and service delivery (e.g. consultant supervision & payments approval)
• Undertake role of ‘Employer’s Representative’ (e.g. for FIDIC Contracts) including management of claims & variations
• Undertake role of ‘Contracts Manager’ (for ECI Contracts) including management of claims & variations
• Undertake the role(s) of ‘Project Manager’ and/or ‘Supervisor’ (for NEC contracts) including management of claims & variations
• KPI Management (e.g. for Consultants, technical service providers, Contractors etc.)
• Cost Management
• Manage delivery of design, technical services & assurance, site supervision, quantity surveying (QS) services
• Ensure quality assurance/quality control processes and procedures are in place and adhered to
• Manage production & approval of project delivery plans, Contractor plans, cash flow projections and earned value analysis
Scope of Lot 4 - Project Management Services (Non-Technical)

This contract is for a period of 5 years with an option to extend of a further 2 years at the Employer’s discretion.
