Subject of the contract is the implementation of a measure in accordance with § 16 Abs. 1 SGB II i. V. m. § 45 para. 1 sentence 1 no. 1 and 2 SGB III for the job center Cologne. The measure is a combination of elements for:

- introduction to the training and employment market (§ 16 (1) SGB II in conjunction with § 45 (1), sentence 1, No. 1 SGB III),

- Establishment, reduction or elimination of placement impediments (Section 16 (1) SGB II in conjunction with Section 45 (1) Sentence 1 No. 2 SGB III.

The measure is intended as an offer to persons entitled to benefits under 25, who are in principle subject to vocational training, without a professional perspective. The focus is especially on the personal strengthening of young people and the development of a professional perspective. The participants should be motivated and stabilized. In doing so, the young people should be shown ways of avoiding the long-term benefit of SGB II.

Within the framework of the offer, the need for action with the participants in individual coaching is to be analyzed and worked on first. In addition, various group offers are offered with different priorities for the young people. A special feature of the measure is the active involvement of parents.

In addition to the measures, the sponsor will offer varied leisure activities on a voluntary basis. It should be taken into account the young age of the participants. The design of the offer should aim at the young people developing an intrinsic motivation to take advantage of the offer.
