Tender for the Provision of Financial and Economic Services to the Health Insurance Authority.
The Authority is required to carry out an overcompensation assessment according to Section 7F of the Health Insurance Acts 1994 to 2017. In particular, the Authority is required to do evaluations and analysis and make determinations according to that section for the purposes of the overcompensation assessment. The Authority requires a suitably experienced and expert consultant to prepare a draft report for it of an overcompensation assessment in each of the 3 years 2019 to 2021 for the appropriate time periods ending in the previous December. The first report (2016 to 2018) should be done in 2 phases. The first phase of the first report should be a detailed methodology of how it is proposed to calculate reasonable profit and apply it in any determination by the Authority of whether a registered undertaking has made a profit which is in excess of the reasonable profit in respect of a period. The second phase of the first report should be a full completion of the report. The successful service provider(s) may also be requested to provide other financial or economic advice in relation to these responsibilities of the Authority, other related statutory responsibilities of the Authority or other advice that the Authority might require in carrying out its functions, especially, but not limited to, EU state aid issues relating to services of general economic interest. The Authority requires the successful service provider(s) to have a range of competencies and experience that would enable them to carry out the required services outlined above to a high professional standard.
