The city of Lehrte intends to implement a new building/conversion of the IGS and Realschule Lehrte at südstraße 1-3 as part of a PPP model.
The subject of the order is the complete planning and the ready-to-move and ready-to-move construction of the new building/renovation of the IGS and Realschule Lehrte including 3-field sports hall, canteen of the associated outdoor / outdoor facilities including the demolition or renovation of the existing buildings and facilities as well as connection to the Südstraße at the location Südstraße 1-3. After completion, maintenance and operation (building services) will also be transferred to the contractor for a period of 20 years. The maintenance and cleaning of the building as well as the outdoor facilities, caretaker services, the winter service and the energy supply remain with the city of Lehrte. The long-term financing after completion will be provided by the city of Lehrte via kommunalkredite.
The construction volume is approximately 14,593 m² net usable area (General Teaching Area (AUR) 5,798 m², Subject Teaching Area (FUR) 4,765 m², Administration 1,684 m², General Areas 776 m², All-Day Needs 1,570 m²). In addition, there is a sports hall with approximately 1,343 m² of net usable space. Approximately 7,150 m² of functional areas will be added to the outdoor facilities.
A start of use is planned until 06/2026. Related demolition measures follow.
The contract documents are attached to the procurement documents. According to the present draft, a remuneration for the planning and construction costs is provided for at a fixed flat rate. The client is aware that the corona pandemic and the Ukraine war will create uncertainties regarding price developments and, if necessary, a serious and economic calculation of a fixed flat rate will not be possible. Supply chains are also currently significantly disrupted, so that the promise of a realistic completion date may also not be possible. The contracting authority therefore intends to negotiate with the tenderers on alternative contractual or pricing arrangements. Tenderers are therefore invited to submit proposals for the drafting of contracts as well. The client is also willing to negotiate advance payments in order to ensure a fair distribution of risk.
