ekom21 - Kommunales Gebietsrechenzentrum Hessen (ekom21) is a corporation under public law according to the Hessian Data Processing Network Act (DV-VerbundG). It is the central IT service provider for the Hessian municipalities and their institutions. From its locations in Giessen, Darmstadt and Kassel, it provides its end customers with modern information and communication services (ICT) of all kinds.

The subject of the tender is the conclusion of framework agreements with several economic operators (max. 3) on the procurement of brand-new standard IT hardware in the tendered lots and product categories in order to be able to meet the needs of ekom21 and other beneficiaries in a bundled manner. Monitors (Lot 1), laser printers (Lot 2), inkjet printers (Lot 3) and printing concepts (Lot 4) are out to tender.

Each lot also includes complementary supplies and services, such as accessories, product variants, built-to-order configuration, system service and rollout services.

In addition to ekom21, beneficiaries are also its association members, the districts, cities, municipalities, administrative communities and special-purpose associations in the state of Hesse, including their legally independent and dependent institutions.

The framework agreements are intended to make it possible - without justification of a purchase obligation - to cover procurement requirements of the beneficiaries that cannot be planned and specified in detail at the time of their conclusion by calling up the contractual services in line with demand.

Lot 1 - Monitors: The award procedure in this lot includes the procurement of monitors in various product classes and product characteristics as well as other supplementary contractual services. The details can be found in the tender document, in particular in the terms and conditions of the contract as well as the service description and the price sheets for Lot 1. Within this, it is imperative to commit to one manufacturer across all product categories.

Over the standard period of the framework agreement (see Section II.2.7) of the notice), the contracting authority estimates a contract value (maximum value) of EUR 15,000,000.00 (net). The estimated order value is based on the experience of recent years, including estimated additional requirements.

Lot 2 - Laser printers: The award procedure in this lot includes the procurement of laser printers in various product classes and product characteristics as well as other supplementary contractual services. The details can be found in the tender document, in particular from the terms of the contract as well as the service description and the price sheets for Lot 2. Within this, it is imperative to commit to one manufacturer across all product categories.

The contracting authority estimates a contract value (maximum value) of EUR 6,000,000.00 (net) for the standard period of the framework agreement (see Section II.2.7) of the notice). The estimated order value is based on the experience of recent years, including estimated additional requirements.

Lot 3 - Inkjet printers: The award procedure in this lot includes the procurement of inkjet printers in various product classes and product characteristics as well as other supplementary contractual services. Within this, it is imperative to commit to one manufacturer across all product categories.
