The Framework Agreement shall consist of one firm tranche and three conditional tranches as mentioned in point 1.6.

The framework agreement will be concluded with a single participant (e.g. this may be a temporary association).

This is due to the fact that this is a complex task and to the application of the framework agreement system. In addition to a firm tranche, the contracting authority intends to conclude conditional tranches, a regional planological tool (component 2) and subsequent contracts (component 3) on the basis of the framework agreement to be concluded with the same service provider. In this way, the strategic vision and the possible regional planological tool can be effectively implemented and supplemented (component 2).

In this way, a good articulation can be better ensured between the different phases of the process and between possible projects in the geographical area concerned. In this way, the contracting authority can receive prompt advice on the design and implementation of services, and harmonious coordination and support can be ensured.
