The department of Trade and Industry and the Ministry of Local Government and Regional Development requests to enter into an agreement for the evaluation of loans and guarantee arrangements that Innovation Norway administers for the department of Trade and Industry and county authorities. This includes the agreements that are administered in an effective method and an analysis of the need for the agreements.

The loan arrangements that Innovation Norway administers accounts for a large portion of the funding that Innovation Norway provides. The Authority has not been evaluated recently, beyond the evaluation of Innovation Norway's handling of the packages of measures during financial turmoil. Good administrative practices dictates that these loan agreements should be given a complete evaluation with emphasis on the agreements contribution to the company's effectiveness.

The detailed review will lay the foundation for the department of Trade and Industry and the county authorities further development of loan and guarantee arrangements that Innovation Norway administer and look closer at the needs of industry and commerce need for such arrangements.

The consultant shall deliver a start up report. Final report for the evaluation shall be completed within 2 December 2013.
