The aim of the procurement is to enter into parallel framework agreements for special competence within advisory and consultancy services in clearly limited and defined assignments/project. The contracts can also be used for external quality assurance.
The requested consultancy services are divided into two lots (competence areas), and independent tender contests will be held for each competence area.
We will award a contract to up to 3 tenderers per lot.
The volume per lot is estimated to be:
- Business development - the estimated volume over 4 years is NOK 27 million
- Digitalisation - the estimated volume over 4 years is NOK 18 million.

This contract area will cover assistance and advice within business development, performance management, and finances, including controlling and procurements. This includes, but is not limited to, the following sub-areas:
- Project management
- Portfolio management
- ICT governance
- Strategy
- Finances and performance management including controlling
- Public procurements (execution assistance)
- Change management and organisation development
This contract area will cover assistance and advice within the operation, management and development of IT services (on premises and cloud). This includes, but is not limited to, the following sub-areas:
- Project management
- Service design
- UX design
- System development and management (different language and technologies)
- BI and data analytics
- ICT security and audits (application security, personnel security, security culture, and guidelines, ROS)
- ICT architecture (application architecture, technical architecture, data architecture, security architecture, organisation architecture)
- CMS-technologies
