The contracting authority is Indigo IKT IKS, which is a continuation of the former municipal collaboration called Hedmark IKT (also known as "HIKT"). 

The client is an intermunicipal company owned by the municipalities of Hamar, Løten, Stange, Nord-Odal, Sør-Odal, Kongsvinger and Grue. Indigo ICT will perform tasks related to the operation, service, management and development of information and communication technology (ICT, Norwegian: IKT) on behalf of its owners, as well as entering into and following up agreements for the purchase of services and other goods from external suppliers within this area.

A professional system for digital plan case processing (ePlanSak) and a professional system for digital building case processing (eByggeSak), as defined in the Norwegian Association of Local and Regional Authorities' (KS) national product specifications for such products.
