Investigations on the distribution of habitat types according to Annex I habitats directive and legally protected biotopes in the Mansfeld-Südharz district outside the Natura 2000 site backdrop

Council Directive 92/43/EEC on the conservation of natural habitats and of wild fauna and flora (Fauna-Flora-Habitats Directive, FFH-RL for short) obliges countries to maintain a favourable conservation status of the habitat types (FFH-LRT) listed or may be exported in Annex I to the Directive. Member States monitor the conservation status (EHZ) of species and habitats. For the FFH reporting obligation in a 6-year cycle in accordance with Art. 17 of the Habitats Directive, as up-to-date information as possible on the conservation status of the habitat types is required. Accordingly, the FFH-LRT (as well as biotope types with corresponding development potential) must also be recorded outside the FFH areas. Here the registration of the LRT in the district of Mansfeld-Südharz is advertised.

1) Classification of the project

In accordance with the above-mentioned Habitats Directive of the European Union, the Federal Republic of Germany and also the state of Saxony-Anhalt are obliged to record the habitat types listed in Annex I of the FFH Directive, to present them cartographically in a comprehensive manner and to assess their conservation status. In this case, the recording of habitat types according to Annex I of the FFH Directive and biotope types with corresponding development potential contributes to the formation of a basis for the reporting obligations of the state of Saxony-Anhalt to the EU.

2) Scope of services

The service includes

1. Initial recording of FFH habitat types and legally protected biotopes in the eastern part of the Mansfeld-Südharz district outside the Natura 2000 site backdrop in the areas specified in point 3,

2. Data preparation in GIS and database BioLRT of all mapped objects,

3. Preparation of a summary report on the results obtained.

3) Processing area and area scenery

Processing area is the area of the DTK10 listed below

The designated areas shall be entered comprehensively, with the exception of the exclusion areas, and all objects found shall be mapped in accordance with point 2.1.

The area of the exclusion surfaces is not processed. Exclusion areas are Natura 2000 sites, area backdrop of steppe lawn mapping, area Romonta Amsdorf (opencast mining and recultivation area), see shapefile "A_MSH" in the complex.

4) Notes and explanations

4.1. Methodological notes

The mapping of the habitat types is carried out according to the methodological specifications of the mapping guide habitat types (KA LRT) of the LAU part open land (as of 2010) and part forest (as of 2014). For the recording of legally protected biotopes, the Biotope Type Directive of Saxony-Anhalt (as of 2020) is to be applied. The biotopes not listed in the Habitat Type Directive, which were only included in the BNatSchG after publication of the same, must also be recorded. For the mapping, the optimal mapping period specified in the KA LRT and the number of inspections (once, twice) must be observed. A traceability of the classification as LRT according to the Habitats Directive and its assessment must be ensured by recording the occurring plant species, whereby the characteristic species must be given special consideration. A detailed description shall be drawn up for all areas covered. It is intended to enable third parties to understand the LRT or SCI classification on the basis of the current characteristics of the individual area and, in the case of repeat mapping, to separate actual changes from individual deviations in the application of the mapping and evaluation key. Furthermore, area-specific management instructions must be given. Vegetation surveys are not to be made Syntaxonomic units are addressed as far as possible on the basis of the plant species inventory found. The LRT occurrences and biotopes are to be recorded as individual areas as far as possible. Different conservation states and characteristics must be recorded separately. Multipart objects should be avoided. Linear structures are to be displayed as a surface from a width of 10 m, narrower detection units can be displayed in line shapes.

The cartographic basis of the mapping are the georeferenced aerial photographs of the LVermGeo of the most recent flight. The area extent of the LRT occurrences must be adapted to the valid boundaries of the FFH areas. If LRT occurrences are divided by a FFH area boundary, data records must be created for both sub-areas of the LRT. Furthermore, a limit adjustment to the LRTs not to be processed in this order must be made. For this purpose, coordination with the AG takes place.

The documentation of the factual data takes place on the group-specific questionnaires. For LRT, an LRT-specific supplementary form must be completed in addition, on which the criteria required to assess the conservation level are documented. The condition of the surfaces must be documented photographically (at least 1 meaningful photo).

Where one or more minor codes are recorded on an area, area sizes for main and minor codes shall be specified.

Reference area numbers from pre-mapping shall be retained where possible. New objects are to be numbered consecutively in such a way that no duplication occurs within the FFH area or a DTK10.

Orchards: If an LRT is found to be undergrowth in a meadow orchard and both codes have an identical area size, the area must be recorded as LRT (main code). The code for the orchard (HSA, HSB, HSC, HSD, HSE, HSF) should be entered as a secondary code without area size.

Grassland LRT: For grassland LRT 6440 and 6510, it must be decided whether it is a lean form. Methodological specifications for their classification can be found on the LRT-specific supplementary sheet. The results are to be documented on data sheets and in the BioLRT database system and summarized in a short report. The areas are digitized by means of a suitable GIS program.

4.1.1 Repeat mapping of known LRT occurrences

The position and surface extent of the specified LRT must be checked in the field and, if necessary, corrected. The property as a legally protected biotope is to be determined. All factual data according to mapping instructions habitat types are to be collected with the current status. Where there has been a significant change in the conservation status or area extent, a trend reason shall be given. Significant changes are changes in the assessment of one of the 3 sub-criteria habitat-typical habitat structures, habitat-typical species inventory, impairments and the overall degree of conservation) or significant loss of area. The documentation is provided on the additional sheet.

If the LRT can no longer be detected on the original area, i.e. a loss can be assumed, this area is recorded with the current biotope code and, if necessary, a development potential is noted. If known, a cause shall be indicated.

4.1.2. Initial detection of previously unknown LRT occurrences

A complete coverage of LRT in the contracted area is sought. The area must therefore be suitably visited in such a way that previously unknown LRT occurrences are found. If available, the AG will provide LRT suspicious areas to be visited. The result of the inspections must be described in the text. New LRT occurrences must be fully recorded in accordance with the specifications of the KA LRT and the LRT-specific additional form must be completed.

4.1.3. Identification of LRT development areas

Areas that cannot be assigned to an LRT, but for which, in the opinion of the mapmaker, there is a short-term (a) or medium-term (b) development potential for FFH-LRT, shall be recorded, described and the development objective stated with the appropriate habitat code. Outside the FFH areas, LRT development areas are only included in exceptional cases.

4.1.4. Recording of legally protected biotopes (SCIs)

Legally protected biotopes outside the LRT backdrop, e.g. wet meadows, field woods and orchards, must be recorded. A complete coverage within the commissioned area is sought.

The documentation is carried out in simplified form on the "Dataset Forms for Habitat Mapping - Open Country" and "Dataset Forms for Habitat Mapping - Forests". Location, area extent and basic data (cartographer, date, TC, number, biotope code, possibly secondary codes) are to be collected. In the description field, a short characteristic can be made and the habitat type according to the wording of the corresponding laws. Characteristic plant species should be recorded and indicated if this is necessary to assess the conservation status.

4.1.4 Message

A short report will summarize the main results of the mapping. The report shall contain the following elements:

Brief description of the area

Overview table of the mapped areas with indication of the LRT or habitat code, the conservation status (EHZ) of LRT and changes (deletions, possibly changed EHZ or LRT code, divisions, reasons for loss as far as recognizable)

a brief verbal assessment of the overall site situation, in particular of conservation statuses and impairments of LRT, the causes of danger must be broken down in the report on the basis of the reference list of the Federal Agency for Nature Conservation (BfN) (see www.bfn.de, cf. https://www.bfn.de/fileadmin/MDB/documents/030306_refgefaehrd.pdf)
