Description:

Water Programme Aswan, Egypt: Access to quality drinking water and more efficient water usage.

The aim of the tender is to identify an organization which will implement 3 of the 4 components of SDC’s Water Programme Aswan in Egypt over the period 1 December 2012 to 31 December 2016. The bidder organisation is asked to present an expression of interest, as described in chapter 5 and 6 in the tender document. Afterwards, up to three bidders are selected according to the criteria mentioned under chapter 7. After the publication of the shortlist a dialogue will be hold with the three selected organizations or consortiums. Following this dialogue a programme document is asked for as a bases for the SDC internal Credit Proposal and the programme implementation.

The overall goal of the programme is to contribute to access to quality drinking water and reduced water usage the governorate of Aswan. The proposed components are: 1) Rehabilitation/extension of drinking water supply for informal quarters of Aswan.

2) Technical assistance to Aswan water authorities, with special focus on quality of drinking water, water leakages/losses as well as issues of good governance.

3) Improvement of irrigation perimeters linked with increased productivity.

4) Awareness raising in schools and communities on water issues.

The present tender process concerns components 1, 2 and 4 of the water programme Aswan. For component 3 an implementing partner has already been identified based on previous collaboration. Accordingly, component 3 is not subject to the present tender process.

The key responsibilities of the Mandatary are the following, subject to the relevant credit proposal(s) being approved by SDC’s Operational Committee: Overall management and coordination of the programme implementation according to programme document and accepted credit proposal, in particular: — Undertaking local tender processes (in particular for infrastructure works under component 1) — If needed, assistance to the Swiss Programme Office with regard to the negotiation of Memoranda of Understanding with the Egyptian authorities for the programme; — Organization, coordination and management of the technical assistance to local partners; — Management of funds including fiduciary funds; — Establishment of baseline data and a monitoring system to track the key indicators of the programme’s logframe; — Ensure that relevant SDC guidelines and priorities are observed, such as conflict-sensitive programme management; gender equality; climate change and disaster risk reduction in general and with regard to infrastructure components in particular; — Regular reporting on operational results and financial status; — Regular information and collaboration with the Swiss Programme Office in Cairo; — Elaboration of annual action plans; — Provision of technical inputs to capitalize experiences and lessons learnt and provide inputs into local and international policy dialogue, via the Swiss Programme Office Cairo; — Evaluation of results of phase 1 — If applicable, formulation of a programme document for a 2nd phase including logframe, detailed budget, analysis and management of risks, institutional set-up, ownership of Egyptian authorities, coordination with other donors etc.
