The Finnish Transport Agency (hereinafter ‘FTA’) invites tenders for ENC and Paper Chart Production System and related services in accordance with this Invitation to Tender (hereinafter also ‘call for tenders’) and its Appendices.
Hansel Ltd (hereinafter also ‘Hansel’) acts as the Central Purchasing Body for the Finnish Government. Hansel acts in a consultative role in this tender competition.
The FTA is looking for a contractor (hereinafter also ‘supplier’), with a long term commitment to deliver ENC and Paper Chart Production System solution as well as the implementation services and long term support services and maintenance.
The delivery comprises the fully configured, installed and operational production system. The installation site is the FTA in Helsinki, Finland.
The system will be designed and implemented as a joint project between the customer and the contractor. The contractor provides enhanced support during the deployment of the system until stability and targeted productivity is reached.
The project shall be divided into three phases, the design phase, the implementation phase and the deployment phase

Requirements related to system support and maintenance are described in Appendix 8 Support Requirements.
All requirements are divided to two groups according to importance. Requirements marked as ‘Shall’ tag are always mandatory to fulfill. Others marked with ‘Should’ tag are optional and not mandatory to fulfill. ‘Should’ requirements are important to the FTA and these will grant points in the evaluation (see chapter ‘Grounds for decision’ — ‘Factors related to Additional Features (“Should” requirements)’).

Tenderer shall fulfill all required tender forms and include these to the tender (see ‘ESPD’ and chapter ‘Criteria for procurement object’). The instructions on filling in tender forms are in tender forms. See also Appendix 23 Instructions for filling in the ESPD. It is the Tenderer responsibility to answer each requirement.
