The research assignment will describe the living conditions, provide knowledge about the health status, and contain a problem description of the occurrence of drug addiction and mental health problems among convicts. The results must be able to be compared with relevant groups in the rest of the population. The survey must be able to update information that has been collected in similar previous surveys to shed light on changes in the challenge picture. The study will contribute to a better basis for our assessment of whether the service tender is in accordance with the needs of convicts in prison and in society.

The agreement period is from 2022 until 01.07.2024. The cost framework, subject to approval from the Storting, is:

2022: NOK 1 million excluding VAT.

2023: NOK 2 million excluding VAT.
