Collection and management of municipal waste from property owners residing in the Dębica municipality along with the management service of the municipal landfill in the city of Paszczyna.

A detailed description of the object of the order is annex 1 to the Specification of the Terms of Order.

Abbreviated definition of services:

A. Collection and management of municipal waste from all owners of residential properties located in the Dębica Municipality in a way that ensures the achievement of appropriate levels of recycling, preparation for reuse and recovery by other methods and reduction of the mass of biodegradable municipal waste sent to landfill. The Contractor is obliged to manage all waste collected from the area of the Dębica Municipality in accordance with the applicable provisions of law contained in the Act of 14 December 2012 on waste, i.e.

1) Unsegregated (mixed) municipal waste is to be managed in a municipal installation indicated in the list of functioning municipal installations kept by the Marshal of the Voivodeship, referred to in Article 38b of the Waste Act of 14 December 2012.

2) Management of separately collected waste, i.e. recovery or disposal, should be consistent with the waste hierarchy referred to in Article 17 of the Waste Act of 14 December 2012.

B. Exercising the rights and obligations of the manager of a municipal landfill, which result from the applicable law, permits, decisions.

Location of the landfill: m. Paszczyna, 39-207 Brzeźnica, Dębica Commune.

Landfill area 14,700 m².

All services will be controlled by authorized employees from the Department of Spatial Management of the Dębica Commune Office.

Expenses for day-to-day operations will be covered by the funds obtained from waste collection.

Throughout the term of the contract, the Contractor will be obliged to have a valid and paid civil liability insurance policy in the scope of its business activity for a guarantee sum of not less than PLN 4,000,000.00.

For the task, the Contracting Authority has specified the requirements for employment on the basis of an employment contract.

During the use of the landfill, the Manager is obliged to comply with health and safety regulations, and in particular to ensure that employees do not perform work in hazardous and harmful conditions.

The manager is obliged to know and apply all environmental protection regulations, in particular the provisions of the Waste Act and implementing regulations.
