Framework agreement with a maximum of 150,000 euro(s) excl. VAT per year- carry out financial and tax studies and simulations relating to the problems of local authorities and in particular EPCIs,- propose a methodology for the financial evaluation of the transfers of burdens in the context of the transfers of competence of the Metropolis and the carrying out of this evaluation,- set up simulations on the impact of tax reforms on the resources of the Metropolis, taxpayers and their member municipalities (non-exhaustive list: Household taxes, Territorial Economic Contribution, transport payment, VAT, Teom, etc.) - advise and set up a prospective analysis on the reforms of state grants and equalisation systems (DGF, FPIC, ?),- assistance in the implementation of financial and fiscal pacts (non-exhaustive list: community solidarity grant, allocation of compensation?),
