As part of the end of year celebrations, the City of Brignoles wants to install a natural ice rink. It involves mounting an ice rink with an area of 200 square meters (20m x 10m) in Jules Bianchi Square, located rue du Petit Paradis. Additional details in the business consultation file.
: This is a public contract concluded:
- in the form of an ordinary contract at a fixed price for the installation and installation of the ice rink. The details of the services are described in Article 17 of the Book of Special Clauses (C.C.P.). The estimated annual budget is in the range of 30,000 to 40,000 euros (excl. VAT).
- In the form of a single-award framework agreement with purchase orders and unit prices for artistic services and entertainment, with no minimum amount and with a maximum order amount, without re-competition when awarding purchase orders. This framework agreement is made in accordance with the provisions of articles R.2162-1 to R.2162-6 and R.2162-13 to R.2162-14 of the Public Order Code.
The maximum annual order amount for the “order form” part of artistic services and entertainment is set at 20,000 euros excluding taxes or 60,000 euros (excl. VAT) over 3 years.

For the festivities planned for 2022, the benefits are planned for the period from December 03 to December 31, 2022 inclusive, i.e. 4 weeks of operation. Each year, the City will communicate to the service provider the dates selected according to its entertainment program.
The service will include: rental, transportation, installation, and operation of the rink. It will be necessary to provide two heated chalets, one that will serve for user customers and that will have rails for the skates and shelves for other equipment, the other that will serve as a crate. The service provider must provide users with a minimum of 120 pairs of skates, 25 pairs of scooters, 40 helmets for children, 40 knee pads, 40 elbow pads and 150 pairs of gloves. The installation will also include a pavement area.
The ice rink must be lit and soundproofed (USB key with music pieces).
The operation of the site, from the beginning of the assembly to the end of the disassembly, will be ensured by the service provider. Access to the rink will be paid for the public. Guarding, if necessary, will be the responsibility of the city. The technical characteristics are detailed in the specifications.
The various artistic services or animations of the Unit Price List (B.P.U.) that are the subject of the framework agreement with purchase orders are detailed in the Book of Special Clauses in Article 17.
However, the candidate will be able to propose in his brief additional services to the services of the B.P.U, he will detail the service and mention its price. These services will be appreciated through the technical criterion. It could be a toboggan run, an ice path or any other proposal falling within the technical specifications requested in the specifications (C.C.P.).
