Framework agreements for project management assistance

The framework agreements aim to provide assistance to the Syndicat des Eaux d'Ile-de-France, as part of its missions as organising authority, and to support SEDIF in its strategic, organisational and operational choices. The studies will cover the following areas: - Lot 1: general technical studies, strategic and technical studies, prospective studies, programming studies; - Lot 2: hydraulic studies (plants, remote sites, network, performance, consumption, sectorization); - Lot 3: Environmental studies, energy management studies, innovation studies, studies related to water quality and resource protection; - Lot 4: Safety and security studies (installations, passive and active protection, safety IS, regulations, cybersecurity of facilities). Lot 1 is multi-awardee. Lots 2, 3 and 4 are single-allottees

General Technical Studies, Strategic and Technical Studies, Prospective Studies, Programming Studies

This lot includes the carrying out of studies and technical expertise. It corresponds to general technical, strategic, prospective and programming studies. It concerns studies whose scope relates to the level of SEDIF as a whole: organisation, scope (management of Sedif memberships and withdrawals), level of service, technological developments, cooperation between organising authorities. The studies in Lot 1 can, for example, make a technical contribution to the preparation of planning documents (PPI or master plan), or to the development of certain thematic master plans (Flood Management Plan, Ultimate Rescue Plan, etc.)

Hydraulic studies (factories, remote sites, network, performance, consumption, sectorization)

This lot includes the carrying out of studies and expertise. It corresponds to hydraulic studies. These studies relate to the hydraulic operation of SEDIF installations, whose area of influence may be local, at the scale of a piezometric network or over the entire territory. They can also be applied to remote plants or sites (anti-ram or specific sizing studies), or to networks or sub-networks belonging to SEDIF. This lot also includes hydraulic studies related to the state of the reserves, the performance of the network and the deployment of sectorization

Environmental studies, energy management studies, innovation studies, studies related to water quality and resource protection

This lot includes the carrying out of studies and expertise. It corresponds to studies that focus on topics related to the innovative and environmental activity of SEDIF, such as: innovative technologies or materials, as well as their applications that have not yet been implemented at SEDIF; integrating progress into sustainable development approaches; energy management of production/storage/pumping sites, the development of renewable energies, studies related to the protection of the resource or biodiversity, etc. The promotion of the actions carried out by SEDIF is also part of the missions that may be entrusted

Safety and security studies (installations, passive and active protection, safety IS, regulations, cybersecurity of facilities)

This lot includes the carrying out of studies and expertise. It corresponds to studies concerning the safety and security of facilities and information systems (including the cybersecurity of main plants and remote sites). All studies must take into account the management of the associated risks at all levels and, in this context, may propose changes to SEDIF's heritage and drinking water supply system. The service provider must support SEDIF in its strategic, organisational and operational choices, so that SEDIF has an appropriate level of protection for the drinking water supply system (updating of safety management plans including the PGSSE, assistance in the analysis and validation of the future operator's plans in connection with the OIV classification, compliance with the recommendations of the LPM, risk studies, etc.). Some of these missions will be carried out by persons with confidential defence clearance. The modalities of intervention and the execution of these services will be managed according to the rules applicable to each case
