HSENI require the provision of the consultation distances, including contours defining development proximity (where appropriate), inner, middle and outer zones, against the individual risk criteria for sites which enter the COMAH regime during the contract period, including those which do not come under the COMAH regime but require a Hazardous Substance Consent. In each case the risk relates to an individual sustaining the so called ‘dangerous dose’ or specified level of harm. The inner, middle and outer contours represent levels of individual risk of 10 cpm, 1 cpm and 0.3 cpm per year respectively of receiving a dangerous dose or defined level of harm.
