The purpose of this tender procedure is to secure a partner for the transportation, acceptance and processing of co-mingled recycling for the Borough Council of Wellingborough, acting as a Waste Collection Authority. Transport of the materials is to be included in bids.

The Council proposes to enter a three (3) year contract. The Authority may extend this agreement beyond the Initial Term by two (2) further periods of up to twelve (12) months.

Dry co-mingled recycling is mostly collected from domestic properties in the Borough, but the contractor should also should allow for a small amount of material from trade recycling collections and street litter recycling bins.

For 2016/17 the recycling rate was 42,7 %. The Council collects approx. 7 500 tonnes of recycling a year. Contamination levels are at approx.12 %, with one of the highest contaminates being textiles. The Council is trying to improve recycling messages and reduce contamination.

The Council acknowledges that providing good waste and recycling services are very important to residents and Elected Members.
