This call is being put out for a broad research project for the period 2021 to 2024, which will consist of several components/modules. The breadth, scope and division of the project have been chosen with the aim of providing continuous knowledge and results throughout the period rather than just at the end of the project.

The aim of the call is to increase knowledge about vulnerable groups and the barriers they face in the labour market, as well as which measures or initiatives contribute to reducing those barriers and increasing work participation. What is more, the aim is to address the differences and similarities between the efforts in the different Nordic countries, and to provide policy recommendations based on Nordic experiences.

The project must provide a better overview of exclusion in the Nordic Region and of the initiatives and instruments that will help to increase work participation. On top of that, the research must also shed light on what works and what doesn't, and form the basis for policy development in that area.

The call is aimed at various groups of people outside the labour market who have certain barriers in common, such as in relation to their health or skills, or barriers of a certain structure. The more traditional target groups (immigrants, young people, people with disabilities and seniors) can be described within these categories.
