The acquisition is subject to the acquisition of transport services for the municipality of Pöytyä (hereinafter referred to as “subscriber” or “contracting entity”).
The acquisition includes transport services for work, study, rehabilitation and kindergarten trips, as well as day activities and sauna transport for older people under the Disability Services, Mental Disability or Social Care Act.
The acquisition is divided into six (6) subdivisions:
1) Commuting
2) Kindergarten trips
3) Studying trips
4) Social care day-action trips (purchasing service)
5) Day action trips for older people
6) Sauna transfers.
Subdivisions are further described in Annex 2 to the invitation to tender, the description of the item of the acquisition.
The procurement is carried out as a framework arrangement with individual transport competition on a sub-regional basis based on the order of preference established from the bidders approved for the framework arrangement. Competition shall therefore be carried out on the basis of the conditions laid down in the framework arrangement. The bidders' offer may apply to one (1) or more areas. The Framework Arrangement shall be approved by all tenderers meeting the minimum requirements described in the call for tender and its annexes.

Providers providing subdivisions 1 to 4 must also undertake the Pöytyä Municipal Disability Services Guidelines (Annex 5). In the event of changes to the guidance, the contracting entity shall notify them separately.
Services are ordered as required by the subscriber, and the subscriber does not commit to any quantities of procurement. Estimates of transport quantities or values presented are directional.
Each subdivision is subject to sub-region-specific framework agreements with all minimum qualifying bidders. The Framework Agreement shall be concluded according to Annex 3, the Annex.
The Framework Agreement shall be valid for four (4) years from its signature. In addition, there is the possibility of two (2) option years (1+1). Parties shall have the right to terminate or terminate the contract prior to the expiry of its existence, subject to the terms described in the Agreement.

Kindergarten tripsThe part of the acquisition involves kindergarten trips. Subdivision transports are further described in Annex 2 to the call for tender.
Study tripsThe part of the acquisition involves study trips. Subdivision transports are further described in Annex 2 to the call for tender.
Social Care Day Activities (Purchasing Service)The part of the acquisition is for social care day-action trips. Subdivision transports are further described in Annex 2 to the call for tender.
Day action trips for older peopleThe part of the acquisition concerns day activities of older people. Subdivision transports are further described in Annex 2 to the call for tender.
Sauna transfersThe part of the acquisition concerns sauna transport. Subdivision transports are further described in Annex 2 to the call for tender.
