The subject of the contract is the provision of services related to constant supervision and ongoing maintenance of flood embankments and embankment locks administered by PGW Wody Polskie Żywiec Catchment Board Water Supervision Wadowice in the years 2024 – 2026.
The order includes: 25,184 km of flood embankments and 28 embankment locks, in the municipality of Zator, Oświęcim poviat and the municipalities of Wadowice, Wieprz, Tomice, Wadowice poviat, Lesser Poland voivodeship
Basic scope of the Contractor's duties (apart from general duties and administrative activities):
Scope of supervision and maintenance activities under normal conditions:
a) General supervision and inspection at least once a month of each section of the embankment together with the embankment devices and assessment of its condition from the drainage, vent and crown side (under normal conditions), while during the flood hazard period, depending on the needs and informing the designated representatives of the Ordering Party on an ongoing basis about noticed irregularities
b) Control of the patency of shaft lock ducts, removal of garbage from under the flaps and dams from the drain, and in winter additionally snow removal and ice forging,
(c) Preparation of notes from the monthly inspection containing, inter alia, the date of the inspection and observations and comments on the technical condition of the shaft and a list of the work carried out during the inspection. Monthly notes should be made on an ongoing basis during the inspection by persons employed as a person performing activities related to the supervision and maintenance of shafts and associated equipment, confirming them with a handwritten signature. The content of the notes in question should be consistent with the facts and approved by the Contractor's Manager.
d) Informing the Ordering Party on an ongoing basis about the technical condition of the devices as well as in the event of theft or damage (return flaps or gate valves on shaft lock pipelines).
(e) Carrying out surveillance to prevent the deliberate or unintentional destruction of embankments, e.g. by grazing cattle, driving on embankments, digging up, planting plants.
f) Reporting cases of tilling the land, planting trees or shrubs on embankments and at a distance of less than 3 m from the foot of the embankment.
Scope of activities related to supervision and maintenance in alarm conditions:
a) If a flood alarm is announced, the person performing managerial and supervisory functions maintains constant contact with PGW Wody Polskie Catchment Board in Żywiec.
b) At the request of PGW Wody Polskie ZZ Żywiec, additional inspections of each section of the shaft together with shaft equipment and assessment of its condition from the drainage, vent and crown side and informing the designated representatives of the Ordering Party on an ongoing basis about the current situation.
c) Preparation of notes on additional inspections containing, inter alia, the date of the inspection and observations and comments on the technical condition of the shaft and a list of works carried out during the inspection. Notes from additional inspections should be made on an ongoing basis during the inspection by persons performing activities related to the supervision and maintenance of shafts and associated equipment, confirming them with a handwritten signature. The content of the notes in question should be consistent with the facts and approved by the Contractor's Manager.
d) Control of the efficiency of shaft locks, removal of possible elements blocking the tightness of flaps,
Scope of maintenance works:
Shaft culverts,
a) Control of the patency of shaft lock ducts, removal of garbage from under flaps and dams from the drain, snow removal and ice forging,
b) Maintenance and maintenance of gate valve closing mechanisms on shaft lock ducts
c) Filling concrete losses at the inlet and outlet abutments,
d) Improvement of insurance at the inlet and outlet of locks,
e) Cleaning from rust and painting metal return dampers and cleaning plastic return flaps and manholes for shaft lock ducts (at least once a year and after the passage of a flood wave, if necessary),
f) Replacement of worn or damaged seals at shaft lock flaps on an ongoing basis,
g) Cleaning of stairs on the embankment slope, as well as at the inlet and outlet of locks,
h) Desilting of grooves at the inlet and outlet of locks at the length consistent with the size given in Annex 1,
i) During the grass growth period, mowing the tributary and drainage ditches from the embankment locks three times
